20, 2003 is truly a red-letter in
the annals of maritime history of
Pakistan when the Federal Government
of Pakistan appointed Captain Anwar
Shah to the rank of Director General
Ports and Shipping, the highest
civil rank government officer
looking after maritime affairs in
Pakistan. His appointment as
‘Director General Ports and
Shipping’ from merchant marine
professional is the best choice and
it is also recognition of
professionalism in maritime industry
by our Federal Government.

Young Deck Cadit Anwar
Shah |
Born on
2nd July 1945 to late Mr. Farooq
Ahmad Shah, young Anwar Shah
completed his studies in Karachi. He
joined cadet training ship “LYRAS”
in July 1962 for six months training
and thereafter in January, 1963 he
joined “SAFINA-E-JAMHOORIYAT”, his
first ship in Pan Islamic Steamship
Company and in 1971 Mr. Shah rose to
the highest rank of his profession
“Master" in the same company. In
1973 Capt. Shah came ashore and he
was appointed at the head office to
look after surveys, repairs and
insurance. He served from 1975 to
1978 in the capacity of Marine
Superintendent in Pakistan National
Shipping Corporation. Capt. Anwar
Shah was also sent to Singapore for
one year as Regional Representative
of Pakistan Shipping Corporation. He
looked after Fleet Personnel &
Administration in Pakistan National
Shipping Corporation from 1978 to
1980 and during this period he was
Chairman of National Maritime Board,
Seamen Charitable Trust and Seamen’s
Recruitment Board.
Shah
Sahib was selected by Federal Public
Service Commission in 1980 for
appointment as Nautical Surveyor in
Ministry of Communication but he
preferred to continue his service
with Pan Islamic Steamship Company,
where he served as Port Captain,
Manager (Insurance & Claims),
Manager (Commercial) and in 1992 he
was promoted as Senior General
Manager (Commercial), he continued
to serve in this capacity till 1998.
Thereafter he became the Chief
Executive Officer of a marine
surveying firm and ultimately he
rose to the zenith of maritime
profession when on 20th August 2003
he was appointed to the rank of
Director General Ports and Shipping.
Immediately after he took over as
DGP&S, his first task was to conduct
inquiry of M.T Tasman Spirit, a
motor tanker which had run aground
before his appointment. He
successfully completed this task.
Due to his personal efforts
government of Pakistan granted 25%
concession in port charges to
enhance the employment opportunities
for Pakistani Seafarers. He
expedited and finalized the new
Pakistan Seafarers Employment Rules
and formed advisory committees to
accelerate the activities of his
Directorate. His recent achievement
is to get office accommodation for
Government Shipping Officer a
convenient location for seafarers

Captain
Anwar Shah was married to a young
beautiful graduate of Fine Arts
“Naheed” on August 26, 1972 whilst
commanding “SAFINA-E-ARAB”. Naheed
brought good luck to him and Allah
blessed the couple with “NAYMAT” a
son and “REHMAT” a daughter. Their
son Faraz Shah is Design Engineer
General Motors and very well settled
in USA. Their daughter Farheen Shah
has done MBA from a prestigious
university and she is Financial
Analyst in a multi national Citi
Bank in Karachi.
Writing
is Shah Sahib’s favourite hobby and
he writes articles for MARINER and
magazines. He also writes papers for
seminars. In his leisure he loves to
play golf, read books and magazines
particularly “National Geographic”.
He is also very fond of watching TV
channel “Discovery” whereas his wife
Naheed likes to play piano at home.
Captain
Anwar Shah never restricted to only
marine faculty but he also
participated in Federation of
Pakistani Chambers of Commerce and
Industry, SAARC foundation and many
other NGOs. He is actively
participating in Literary Committee
of Karachi Gymkhana. He is founder
member of Master Mariners Society of
Pakistan and he is a very strong
advocate for promotion of maritime
technology in our country.

In the
end of his interview he extended his
thanks to Almighty Allah for his
blessings on him and on his family.
He said “My greatest desire in life
is to serve humanity irrespective of
cast and creed and fight miseries. I
owe all to my beloved country
PAKISTAN and it is my earnest desire
to do something for my profession.
